As you may know, each month the US State Dpt publishes a list of visa numbers available in all visa categories, family and employment-related. The Dpt of State set 2 different dates in the September visa bulletin for October 2015, one for the permissible filing date and one for the final action date. The permissible filing date would have allowed for a much earlier filing date for adjustment of status applications, particularly benefiting Indian and Chinese advanced degree professionals. Subsequently, the Dpt of State issued a revised bulletin on September 25 for October 2015 ( and now also carrying over until November) that significantly backtracked on its earlier pronouncement. By not allowing adjustment applications to be filed earlier, many dependent spouses will not be eligible for work authorizations who would have been otherwise.
